Wiring problem

Hi there their are a couple of questions I would like to get an idea on. I have a red with white stripes wire here on my bike and i need to know if that wire is a ground or does it mean red with neutral . Another question I have is where is the best place for me to start wiring from.

There are no universal wire color codes for electric bikes so we do not know what the red with white stripes wire would be for.Wiring can start from any part as long as the connection to the battery pack is the last one made.
